Yes. EF encourages this so that teachers have a support system. They are more likely to stay when their family or friends are in China with them.

As EF is always hiring teachers, I don't imagine it should be a problem, granted there are enough positions to be filled of course. I suggest you check with your recruiter.

You can definitely apply as a couple. We have lots of couples working for us here. It’s a good idea to state that on your application form. Generally the regional manager will try to place couples near but not in the same school as each other.
