Are there any graduate degree programs in environmental science in Latin America taught partially in English?

I plan to take an intensive Spanish-learning course before I start coursework, but I don't think this would prepare me to take a degree fully taught in Spanish!

Well, it isn't Latin America, but Universitat Autònoma de Barcelona in Spain has a Master Interdisciplinary Studies in Environmental, Economic and Social Sustainability that is taught partially in English and a Master JEMES - Erasmus Mundus in Environmental Studies - Cities and Sustainability that I believe is mostly taught in English, if not the whole program.
Definitely look into programs at universities in Costa Rica. UCR in San Pedro (near the capital city of San Jose) has many courses taught in English.

I'd second Lauren's recommendation to look at options in Costa Rica, and also suggest taking a look at programs in Mexico and Brazil, since some universities there also have international/bilingual components. You may also want to look into universities offering environmental science programs in Belize, where the official language is English.
