Anyone applying to the JET Program will need to do so through the Japanese embassy or consulate in their country of citizenship. So as a Mexican citizen, you would need to apply through the Japanese Embassy in Mexico (you can find their homepage here: https://www.mx.emb-japan.go.jp/itprtop_es/index.html)
Mexico does participate in the JET Program, so you should contact the embassy to find out more information and how you might be able to apply.
